History
The need for education in the responsible conduct of research (RCR) has
become increasingly clear in recent years. While federal regulatory
agencies and independent accreditation programs have responded to the
need with, respectively, education requirements and standards of RCR
education, these measures have often been unfortunately inadequate or
problematic. Federal regulations cannot encompass a great diversity of
research and so tend to focus only on baseline requirements, and
research institutions cannot easily certify that their education
programs meet regulatory standards.
As a result, several agencies within the Department of Health and Human
Services convened an Education Summit in February of 2001. The
attendees agreed that a broad-based regulatory body — encompassing
medical, social and behavioral research at both public and private
institutions — should be created. Its mission would be to:
- Develop RCR education standards
- Certify or identify programs that meet those standards
- Facilitate the exchange of RCR education programs among research institutions
- Develop outcome measures to evaluate its success.
The Responsible Conduct of Research Education Consortium (RCREC) was
accordingly formed at a second summit in August 2001, and its
charter adopted by the RCREC Interim Council in December 2001.
In August 2005, an affiliation
with or inclusion within the
Association for Practical and Professional Ethics
(APPE) was introduced to the RCREC membership. In April 2006 it was announced that the merger of the RCREC and APPE was official. The Executive Committee of APPE approved the creation of the Responsible Conduct of Research Education Committee (with the acronym RCREC) as one of the standing committees of the Association. This new standing committee assumed the mission of the previous Responsible Conduct of Research Education Consortium and shared the same acronym to emphasize the historical link during the transition. Vivian Weil, Chair of the APPE Executive Committee, appointed the RCREC standing committee.

Liaisons
The following individuals have agreed to serve as liaisons to the RCREC organization. They will facilitate communication between the RCREC and many of the federal agencies, which have an interest in the responsible conduct of research. Liaisons are kept up-to-date on RCREC activities and are asked for their advice and recommendations regarding the roles and activities of the RCREC.
